Sec. 224. (a) For purposes of this Act— (1) the term “Administrator” means the Administrator of the Small Business Administration; (2) the term “Federal agency” has the meaning given the term “agency” by section 551(1) of title 5, United States Code, but does not include the United States Postal Service or the General Accounting Office; and (3) the term “Government procurement contract” means any contract for the procurement of any goods or services by any Federal agency. (b) Section 3 of the Small Business Act is amended by inserting “(a)” after “Sec. 3.” and by adding at the end thereof the following new subsection: “(b) For purposes of this Act, any reference to an agency or department of the United States, and the term ‘Federal agency’, shall have the meaning given the term ‘agency’ by section 551 (1) of title 5, United States Code, but does not include the United States Postal Service or the General Accounting Office.”.
