Of the funds appropriated by this Act under the headings “Assistance for Eastern Europe and the Baltic States” and “Assistance for Russia and Emerging Eurasian Democracies”, not less than a total of $5,000,000 shall be made available for Russian, Eurasian, and Eastern European research and training under the Department of State’s title VIII program on Russian, 106 STAT. 1692Eurasian, and Eastern European research and training, notwithstanding any other provision of law.
