(a) Of the funds appropriated by this Act, up to $5,000,000 may be made available for an urgent program of humanitarian assistance for the people of Kurdistan in northern Iraq. (b) Funds allocated by subsection (a) shall be provided to United States based nonprofit private voluntary organizations on an expedited basis notwithstanding any existing contracting laws or regulations. (c) The program funded under this section should focus on rehabilitation of the agricultural sector.
