Sec. 309. (a) Section 3210 of title 39, United States Code, is amended— (1) in subsection (a)(7), by striking out “of the Member, except” and all that follows through the end of subparagraph (B) and inserting in lieu thereof “from which the Member was elected.”; and (2) in subsection (d)(1), by striking out “delivery—” and all that follows through the end of subparagraph (B) and inserting in lieu thereof “delivery within that area constituting the congressional district or State from which the Member was elected.”. 106 STAT. 1723 (b) The amendments made by subsection (a) shall take effect on the date of the enactment of this Act.
