Sec. 512. (a) Beginning in fiscal year 1994, and in each fiscal year thereafter, the Office of Management and Budget shall establish the funding for consulting services for each department and agency as a separate object class in each budget annually submitted to the Congress under section 1105 of title 31, United States Code. (b) For purposes of this section, consulting services include— 106 STAT. 1827 (1) management and professional support services; (2) studies, analyses, and evaluations; (3) engineering and technical services (excluding routine engineering services such as automated data processing and architect and engineering contracts); and (4) research and development.
