FINDINGS AND PURPOSE.
SEC. 3221. FINDINGS AND PURPOSE. (a) Findings.—The Congress finds that— (1) it has been clearly demonstrated that parent involvement is directly related to better student achievement, attitudes, and performance in school; (2) demographics of the American family are changing to the degree that significant numbers of children attending school come from families with single parents, families in which both parents are employed outside the home, or where the primary caregiver is not the biological parent; (3) the demographics mean that current approaches to developing and maintaining partnerships with educators in compensatory education programs require review and modification to 102 STAT. 340make them more responsive to the needs of both families and schools; and (4) effective approaches to more fully involving families as partners in their children’s education should be encouraged as a matter of Federal policy. (b) Purpose.—The purpose of this subpart is to encourage eligible local educational agencies to increase the involvement of families in the improvement of the educational achievement of their children in the preschool, elementary, and secondary schools within such agency.
