SEC. 3312. REPEAL OF LIMITATION ON EXCESS BALANCE IN FUND. Section 5(b) of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98d(b)) is amended— (1) by striking out “(1)”; and (2) by striking out “, or (2)” and all that follows through “$100,000,000.” and inserting in lieu thereof a period.
