GRANTS TO INSTITUTIONS OF HIGHER EDUCATION TO PROVIDE TRAINING IN ENVIRONMENTAL RESTORATION AND HAZARDOUS WASTE MANAGEMENT.
SEC. 4452. GRANTS TO INSTITUTIONS OF HIGHER EDUCATION TO PROVIDE TRAINING IN ENVIRONMENTAL RESTORATION AND HAZARDOUS WASTE MANAGEMENT. (a) Establishment of Program.—The Secretary of Defense may establish a program to assist institutions of higher education, as defined in section 1201(a) of the Higher Education Act of 1965 (20 U.S.C. 1141(a)), to provide education and training in environmental restoration and hazardous waste management. (b) Financial Assistance.—The Secretary may award grants to such institutions under the program established under subsection (a). (c) Eligibility and Selection.— (1) To be eligible for financial assistance under this section, such an institution shall submit to the Secretary a proposal for such assistance in the time and manner and containing the information required by the Secretary. (2) The Secretary shall, pursuant to a merit-based selection process, select such institutions to receive funding under a program established under this section based upon— (A) the proposal of such an institution to provide expertise, training, and education in environmental restoration and hazardous waste management and other environmental fields applicable to defense manufacturing sites and Department of Defense and Department of Energy defense facilities; and (B) any other criteria prescribed by the Secretary. (d) Funding for Fiscal Year 1993.—Of the amount authorized to be appropriated in section 301(5), $10,000,000 shall be available to carry out the program established under subsection (a).
