SEC. 2019. CHILDREN RESIDING ON, OR WHOSE PARENTS ARE EMPLOYED ON, FEDERAL PROPERTY. Section 3(d)(2)(D) of the Act of September 30, 1950 (20 U.S.C. 236, Public Law 81–874) is amended by adding at the end thereof the following: “Funds received under this section may be used to pay tuition for any student not eligible for funding under section 1128 of Public Law 95–561 in any school receiving funding under such section. No condition involving program or personnel shall apply to any such payments.”.
