NATIVE HAWAIIAN FAMILY-BASED EDUCATION CENTERS.
SEC. 4004. NATIVE HAWAIIAN FAMILY-BASED EDUCATION CENTERS. (a) Family-Based Education Centers General Authority.—The Secretary shall make direct grants to Native Hawaiian Organizations (including Native Hawaiian Educational Organizations) to develop and operate a minimum of eleven Family-Based Education Centers throughout the Hawaiian Islands. Such centers shall include— (1) Parent-Infant programs (prenatal through age 3); (2) Preschool programs for four and five year-olds; (3) continued research and development; and (4) a long term followup and assessment program. (b) Administrative Costs.—No more than 7 percent of the funds appropriated to carry out the provisions of this section for any fiscal year may be used for administrative purposes. (c) Authorization of Appropriations.—In addition to any other amount authorized for the centers described in subsection (a), there is authorized to be appropriated $2,400,000 for fiscal year 1988, and such sums as may be necessary for such centers for fiscal years 1989 through 1993. Such funds shall remain available until expended.
