SEC. 6011. EDUCATION AND TRAINING FOR INDIVIDUALS AT RISK. (a)(1) General authority.— The Secretary is authorized to make a grant for a project of national significance to develop or demonstrate new or improved methods of existing approaches or techniques which will contribute to the education and training for individuals who are at risk such as— (A) infants, toddlers, children (including preschoolers), youth, and adults with disabilities; and (B) individuals with limited English proficiency. (2) The project funded under this section may include the development of— (A) a statewide delivery system for severely handicapped infants, toddlers, children, youth, and adults for access to adaptive technology, including alternative communication systems; (B) a statewide comprehensive plan to strengthen and coordinate special education and related services for handicapped youth who are currently in school or who left school to assist such youth in making the transition to post-secondary education, vocational training, competitive employment (including supported employment), continuing education, or adult services. (3) No grant may be made under this section unless an application is submitted to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require. (4) This grant shall be awarded to a predominantly rural centrally located western State which has a high birthrate and with a low per pupil expenditure. (b) Authorization of Appropriations.—There are authorized to be appropriated $4,000,000 for the fiscal year 1989 to carry out the provision of this section.
