SEC. 303. PIPELINE ACCIDENT INVESTIGATIONS. Section 304(a)(1)(D) of the Independent Safety Board Act of 1974 (49 U.S.C. App. 1903(a)(1)(D)) is amended by inserting “or significant injury to the environment” after “substantial property damage”.
