SEC. 310. INTERNATIONAL COOPERATION. Section 307(b) of the Public Health Service Act (42 U.S.C. 2422(b)) is amended— (1) in paragraph (6), by striking “and” after the semicolon at the end; (2) in paragraph (7), by striking the period at the end and inserting “; and”; and (3) by adding at the end the following paragraph: “(8) enter into contracts with individuals for the provision of services (as defined in section 104 of part 37 of title 48, Code of Federal Regulations (48 CFR 37.104)) in participating foreign countries, which individuals may not be deemed employees of the United States for any purpose.”.
