SEC. 5311. DECLARATION OF POLICY. In recognition of the special educational and culturally related academic needs of Indian students in the United States, Congress hereby declares it to be the policy of the United States to provide financial assistance to local educational agencies to develop and 102 STAT. 396carry out elementary and secondary school programs specially designed to meet these special educational and culturally related academic needs, or both.
