SEC. 103. DEFINITIONS OF INCOME AND ADJUSTED INCOME AND APPLICABILITY TO INDIAN HOUSING PROGRAMS. (a) In General.— (1) Income.—Section 3(b)(4) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)(4)) is amended by inserting after “family” the following: “and any amounts which would be eligible for exclusion under section 1613(a)(7) of the Social Security Act (42 U.S.C. 1382b(a)(7))”. (2) Adjusted income.— Section 3(b)(5) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)(5)) is amended— (A) by striking subparagraph (D) and inserting the following new subparagraph: “(D) child care expenses to the extent necessary to enable another member of the family to be employed or to further his or her education;”; (B) by striking “and” at the end of subparagraph (E); (C) by striking the period at the end of subparagraph (F) and inserting “; and”; and (D) by inserting after subparagraph (F) the following new subparagraph: “(G) excessive travel expenses, not to exceed $25 per family per week, for employment- or education-related travel, except that this subparagraph shall apply only to families assisted by Indian housing authorities”. 106 STAT. 3684 (3) Budget compliance.—To the extent that the amendments made by paragraphs (1) and (2) result in additional costs under this title, such amendments shall be effective only to the extent that amounts to cover such additional costs are provided in advance in appropriation Acts. (b) Applicability of Definitions to Indian Housing.— (1) In general.—In accordance with section 201(b)(2) of the United States Housing Act of 1937 (42 U.S.C. 1437aa(b)(2)) the provisions of sections 572, 573, and 574 of the Cranston- Gonzalez National Affordable Housing Act shall apply to public housing developed or operated pursuant to a contract between the Secretary of Housing and Urban Development and an Indian Housing Authority. (2) Effective date.—Paragraph (1) shall take effect as if such provision were enacted upon the date of the enactment of the Cranston-Gonzalez National Affordable Housing Act.
