TRANSFER OF FUNDS.

SECTION 1. TRANSFER OF FUNDS. (a) Notwithstanding any other provision of law, the Secretary of Health and Human Services shall transfer to the Secretary of the Interior $180,000 of the funds appropriated to provide a grant to the Crow Tribe under section 2604(d) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8623(d)) for fiscal year 1988. (b) The funds transferred under this section and any other fiscal year 1988 funds, appropriated pursuant to the Low-Income Home Energy Assistance Program, which have been retained by the Secretary of Health and Human Services and which have been allocated, but not distributed, for the benefit of the Crow Tribe, shall remain available for that purpose until expended.
