SEC. 909. PROCEEDINGS GENERALLY. Section 2503 of title 28, United States Code, is amended by adding at the end the following: “(d) For the purpose of construing sections 1821, 1915, 1920, and 1927 of this title, the United States Court of Federal Claims shall be deemed to be a court of the United States.”.
