SEC. 1101. EFFECTIVE DATE. (a) In General.— Except as otherwise provided in this Act, the provisions of this Act and the amendments made by this Act shall take effect on January 1, 1993. 106 STAT. 4525 (b) Availability of Appropriations.— Notwithstanding any provision of this Act, all sums expended pursuant to this Act shall be subject to the availability of appropriations.
