SEC. 215. COMPENSATION OF CORPS OF ENGINEERS EMPLOYEES. (a) Special Power Rate Employees.— The Secretary shall conduct a comparative analysis, on a regional basis, of— (1) the compensation (including basic wage rates and differential pay) provided to employees of the Corps of Engineers who are paid from the Corps of Engineers Special Power Rate Schedule and who are employed at water resources projects of the Corps; and (2) the compensation provided to employees of other Federal agencies who perform duties similar to those performed by such employees of the Corps of Engineers. (b) Regulatory Employees.— The Secretary shall conduct a comparative analysis of— (1) the compensation provided to employees of the Corps of Engineers who carry out regulatory functions; and (2) the compensation provided to employees of other Federal agencies who carry out functions similar to those performed by such employees of the Corps of Engineers; for the purpose of determining whether or not an adjustment to the compensation provided to such employees of the Corps of Engineers is needed. (c) Public Participation.— In conducting the analyses under subsections (a) and (b), the Secretary shall provide opportunities for public participation. (d) Reports.— Not later than 6 months after the date of the enactment of this Act, the Secretary shall transmit to Congress a report on the results of the analyses conducted under subsections (a) and (b), together with any recommendations of the Secretary, and shall implement such recommendations.
