SEC. 5221. STUDY OF BUOY CHAIN PROCUREMENT PRACTICES. (a) Not later than six months after the date of enactment of this Title, the Secretary of Transportation shall submit a study to Congress on acquisition of Coast Guard buoy chain. (b) In conducting the study under subsection (a), the Secretary shall consider— (1) the ability of United States buoy chain manufacturers to successfully compete for United States Government contracts to provide buoy chain to the Coast Guard; and (2) the effect on the national security of United States dependence on foreign sources for acquisition of buoy chain.
