“SEC. 1059. AUTHORIZATION OF APPROPRIATIONS. “There are authorized to be appropriated for purposes of carrying out this part such sums as may be necessary for the fiscal year 1991, $100,000,000 for the fiscal year 1992, and such sums as may be necessary for the fiscal year 1993.”.
