SEC. 304. EXTENSION OF AUTHORITY TO MAKE CONTRACTS TO THE VETERANS MEMORIAL MEDICAL CENTER, REPUBLIC OF THE PHILIPPINES. (a) Extension.— Section 632(a) is amended by striking out “1990” and inserting in lieu thereof “1992”. (b) Ratification.— Any actions by the Secretary of Veterans Affairs in carrying out the provisions of section 632 of title 38, United States Code, by contract or otherwise, during the period105 STAT. 417 beginning on October 1, 1990, and ending on the date of the enactment of this Act are hereby ratified.
