SEC. 364. AUTHORITY TO EXTEND MAILING PRIVILEGES. Paragraph (1) of section 3401(a) of title 39, United States Code, is amended— (1) in the matter before subparagraph (A)— (A) by inserting “an individual who is” before “a member”; and (B) by inserting “or a civilian, otherwise authorized to use postal services at Armed Forces installations, who holds a position or performs one or more functions in support of military operations, as designated by the military theater commander,” after “section 101 of title 10,”; and (2) in subparagraphs (A) and (B), by striking “the member” and inserting “such individual”. 107 STAT. 1629
