SEC. 221. LIMITATION ON FLIGHT TESTS OF CERTAIN MISSILES. (a) Limitation.—During the one-year period beginning on the date of the enactment of this Act, the Secretary of Defense may not conduct a flight test program of theater missile defense interceptors and sensors if an anticipated result of the launch of a missile under that test program would be release of debris within 50 miles of the Canyonlands National Park, Utah. (b) Definition of Debris.—For purposes of subsection (a), the term “debris” does not include particulate matter that is regulated for considerations of air quality.
