ESTABLISHMENT OF COMMISSION.
SEC. 962. ESTABLISHMENT OF COMMISSION. (a) Establishment.—There is hereby established a commission to be known as the Commission on Roles and Missions of the Armed Forces (hereinafter in this subtitle referred to as the “Commission”). (b) Composition and Qualifications.—(1) The Commission shall be composed of seven members. Members of the Commission shall be appointed by the Secretary of Defense. (2) The Commission shall be appointed from among private United States citizens with appropriate and diverse military, organizational, and management experiences and historical perspectives. (3) The Secretary shall designate one of the members as chairman of the Commission. (c) Period of Appointment; Vacancies.—Members shall be appointed for the life of the Commission. Any vacancy in the Commission shall not affect its powers, but shall be filled in the same manner as the original appointment. (d) Initial Organizational Requirements.—(1) The Secretary shall make all appointments to the Commission within 45 days after the date of the enactment of this Act. (2) The Commission shall convene its first meeting within 30 days after the first date on which all members of the Commission have been appointed. At that meeting, the Commission shall develop an agenda and a schedule for carrying out its duties.
