SEC. 1107. SENSE OF CONGRESS CONCERNING DEFENSE BUDGET PROCESS.It is the sense of Congress that any future-years defense plan prepared after the date of the enactment of this Act— (1) should be based on an objective assessment of United States national security requirements and include funding proposals at a level capable of protecting and promoting the Nation’s interests; and (2) should be based on financial integrity and accountability to ensure a fully funded defense program necessary to maintain a ready and capable force. 107 STAT. 1751
