SEC. 1174. MODIFICATION OF AUTHORITY TO CONDUCT NATIONAL GUARD CIVILIAN YOUTH OPPORTUNITIES PROGRAM. (a) Location of Program.—Subsection (c) of section 1091 of the National Defense Authorization Act for Fiscal Year 1993 (Public Law 102–484; 32 U.S.C. 501 note) is amended to read as follows: “(c) Conduct of the Program.—The Secretary of Defense may provide for the conduct of the pilot program in such States as the Secretary considers to be appropriate.”. (b) Definition of State.—Subsection (1) of such section is amended by striking out paragraph (2) and inserting in lieu thereof the following new paragraph: “(2) The term ‘State’ includes the Commonwealth of Puerto Rico, the territories (as defined in section 101(1) of title 32, United States Code), and the District of Columbia.”.
