SEC. 2858. RESTRICTIONS ON LAND TRANSACTIONS RELATING TO THE PRESIDIO OF SAN FRANCISCO, CALIFORNIA.The Secretary of Defense (or the Secretary of the Army as the designee of the Secretary of Defense) may not transfer any parcel of real property (or any improvement thereon) located at the Presidio of San Francisco, California, from the jurisdiction and control of the Department of the Army to the jurisdiction and control of the Department of the Interior unless and until— (1) the Secretary of the Army determines that the parcel proposed for transfer is excess to the needs of the Army; and (2) the Secretary of Defense submits to the Committees on Armed Services of the Senate and House of Representatives a report describing the terms and conditions— (A) under which transfers of real property at the Presidio will take place; and (B) under which the Army will continue to use facilities at the Presidio after such transfers. 107 STAT. 1909
