SEC. 654. UNLAWFUL RETURN OF FOREIGN VESSEL PAPERS. Section 438 (19 U.S.C. 1438) is amended— (1) by striking out “section 435” and inserting “section 434”; (2) by inserting “, or regulations issued thereunder,” after “of this Act”; and (3) by striking out “the appropriate customs officer of the port where such vessel has been entered.” and inserting “the Customs Service in the port in which such vessel has entered.”.
