EFFECTIVE DATE.
SEC. 516. EFFECTIVE DATE. (a) In General.— Except as provided in subsection (b), the provisions of this subtitle shall take effect on the date the Agreement enters into force with respect to the United States. (b) Exception.— Section 515 shall take effect on the date of the enactment of this Act.
