SEC. 704. SELF DETERMINATION OF THE PEOPLE FROM THE BALTIC STATES. Paragraph (1) of section 1206 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (Public Law 100–204; 101 Stat. 1411) is amended by striking “from the Soviet Union”.
