SEC. 315. SENSE OF THE CONGRESS REGARDING FUNDING FOR COAST GUARD. It is the sense of the Congress that in appropriating amounts for the Coast Guard, the Congress should appropriate amounts adequate to enable the Coast Guard to carry out all extraordinary functions and duties the Coast Guard is required to undertake in addition to its normal functions established by law.
