SEC. 403. MANNER OF SIGNING AGREEMENTS. Section 10305 of title 46, United States Code, is amended— (1) in subsection (a)(2), by striking “a shipping commissioner” and inserting in lieu thereof “the master or individual in charge”; (2) by striking “(a)”; and (3) by striking subsections (b) and (c).
