SEC. 418. PROCEDURES OF MASTERS REGARDING SEAMAN’S EFFECTS. Section 10703 of title 46, United States Code, is amended— (1) in subsection (a), by striking “by regulations prescribed by the Secretary” and inserting in lieu thereof “in section 10706 of this title”; (2) in subsection (b), by striking “as prescribed by regulations” and inserting in lieu thereof “to a district court of the United States”; and (3) in subsection (c), by striking “subsection (a) of this section” and inserting in lieu thereof “section 10706 of this title”.
