SEC. 302. STATEMENT OF PURPOSE. Subsection (a) of section 2602 (42 U.S.C. 8621(a)) is amended to read as follows: “(a) The Secretary is authorized to make grants, in accordance with the provisions of this title, to States to assist low-income households, particularly those with the lowest incomes, that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs.”.
