SEC. 113. RESOLUTION OF AIRPORT-AIR CARRIER DISPUTES CONCERNING AIRPORT FEES. (a) In General.— Subchapter I of chapter 471 of subtitle VII is amended— (1) by redesignating section 47129 (and any references thereto) as section 47131; and (2) by inserting after section 47128 the following new section:
