state criminal records upgrade For grants, contracts, cooperative agreements, and other assistance authorized by section 106(b) of the Brady Handgun Violence Prevention Act of 1993, Public Law 103–159 (107 Stat. 1536), $100,000,000, to remain available until expended, of which up to $6,000,000 may be used for implementation of the Federal Bureau of Investigation’s National Instant Background Check System: Provided, That not to exceed one percentum of the amount appropriated herein shall be available for salaries and expenses for management and administration to be transferred to and merged with the appropriations for Justice Assistance.
