educational and cultural exchange programs For expenses of Fulbright, International Visitor, Humphrey Fellowship, Citizen Exchange, Congress-Bundestag Exchange, and other educational and cultural exchange programs, as authorized by the Mutual Educational and Cultural Exchange Act of 1961, as amended (22 U.S.C. 2451 et seq.), and Reorganization Plan No. 2 of 1977 (91 Stat. 1636), $238,279,000, to remain available until expended as authorized by 22 U.S.C. 2455: Provided, That of the funds appropriated in this paragraph, $500,000 is available for the Mike Mansfield Fellowship Program.
