SEC. 311. BANK SECRECY ACT PUBLICATION REQUIREMENTS. (a) In General.— Subchapter II of chapter 53 of title 31, United States Code, is amended by adding at the end the following new section: “SEC. 5329. STAFF COMMENTARIES. “The Secretary shall— “(1) publish all written rulings interpreting this subchapter; and “(2) annually issue a staff commentary on the regulations issued under this subchapter.”. (b) Conforming Amendment.— The table of sections for chapter 53 of title 31, United States Code, is amended by inserting after the item relating to section 5328 the following new item: “5329. Staff commentaries.”
