Sec. 722. None of the funds appropriated or otherwise made available by this Act shall be used to pay the salaries of personnel who carry out a sunflower and cottonseed oil export program authorized by section 1541 of Public Law 101–624 if the aggregate amount of funds and/or commodities under such program exceeds $25,650,000.
