SEC. 380. OPERATION OF OVERSEAS FACILITIES OF THE DEPARTMENT OF DEFENSE BY UNITED STATES FIRMS. (a) Sense of Congress.— It is the sense of Congress that, to the maximum extent practicable, the Secretary of Defense should give a preference to United States firms in the award of contracts to operate Department of Defense facilities not in the United States that provide goods and services to members of the Armed Forces and the dependents of such members. (b) Definition.— In this section, the term “United States firm” has the meaning given such term in section 2532(d)(1) of title 10, United States Code.
