SEC. 3140. HAZARDOUS MATERIALS MANAGEMENT AND HAZARDOUS MATERIALS EMERGENCY RESPONSE TRAINING PROGRAM. (a) Use of Funds.— Of the funds authorized to be appropriated to the Department of Energy for fiscal year 1995 under section 3102(c), not more than $6,000,000 shall be available for operating 108 STAT. 3089expenses to carry out a hazardous materials management and hazardous materials emergency response training program at Hanford Nuclear Reservation, Richland, Washington. (b) Requirement of Conceptual Design.— None of the funds authorized to be appropriated under section 3102(c) for project 95–E–600 may be obligated or expended until the Secretary of Energy completes a conceptual design for the project.
