UNITED STATES-MEXICO FRAMEWORK AGREEMENT ON TRADE AND INVESTMENT.
SEC. 2101. UNITED STATES-MEXICO FRAMEWORK AGREEMENT ON TRADE AND INVESTMENT. (a) Findings.—The Congress finds that the Bilateral Framework Agreement on Trade and Investment, entered into by the United States and Mexico on November 6, 1987— (1) provides a useful vehicle for the management of bilateral trade and investment relations, based on shared principles and objectives; (2) establishes procedures for consultation by the two countries on matters of bilateral trade and investment, and should facilitate resolution of disputes on these matters; and (3) has led to negotiations between the two countries on important issues, and should continue to facilitate such negotiations. (b) Further Implementation of the Agreement.—Within the context of the Bilateral Framework Agreement on Trade and Investment, the President is urged to continue to pursue consultations with representatives of the Government of Mexico for the purposes of implementing the Agreement and achieving an expansion of mutually beneficial trade and investment.
