SEC. 811. RULE OF CONSTRUCTION. Section 8 of the Act (102 Stat. 2570) is amended— (1) by inserting “, Rosebud Sioux Tribe, and Lower Brule Sioux Tribe” after “Tribe”; and (2) by striking “or construct” and inserting “construct, maintain, or replace”.
