SEC. 316. EFFECTIVE DATE. (a) In General.—Except as provided in subsection (b), this subtitle and the amendments made by this subtitle take effect on the date on which the WTO Agreement enters into force with respect to the United States. (b) Section 314(f).—The amendment made by section 314(f) takes effect on the date of the enactment of this Act.
