SEC. 441. THE FEDERAL SEED ACT. The Federal Seed Act (7 U.S.C. 1551 et seq.) is amended— (1) in section 301(a) (7 U.S.C. 1581(a))— (A) by striking “(a)”; (B) in paragraph (1), by striking “,or is required to be stained and is not so stained, under the terms of this title,”; (C) by striking paragraph (3); and (D) by redesignating paragraphs (4) and (5) as paragraphs (3) and (4), respectively; (2) in section 302 (7 U.S.C. 1582)— (A) in subsection (a), by striking “staining,” both places it appears; and (B) by striking subsection (e); (3) by striking section 303 (7 U.S.C. 1585) and inserting the following new section: “SEC. 303. CERTAIN SEEDS NOT ADAPTED FOR GENERAL AGRICULTURAL USE. “Whenever the Secretary of Agriculture, after a public hearing, determines that seed of alfalfa or red clover from any foreign country is not adapted for general agricultural use in the United States, the Secretary shall publish the determination and the reasons for the determination.”; and (4) in section 304 (7 U.S.C. 1586)— (A) in subsection (a)— (i) by inserting “or” at the end of paragraph (2); (ii) by striking the semicolon at the end of paragraph (3) and inserting a period; and (iii) by striking paragraphs (4) through (7); (B) by striking subsection (b); and (C) by redesignating subsection (c) as subsection (b).
