SEC. 216. CONDITIONS ON ACCEPTANCE OF SUSPENSION AGREEMENTS. (a) Countervailing Duties.—Section 704(d)(l) (19 U.S.C. 1671c(d)(1)) is amended by striking “In applying” and inserting the following: “Where practicable, the administering authority shall provide to the exporters who would have been subject to the agreement the reasons for not accepting the agreement and, to the extent possible, an opportunity to submit comments thereon. In applying.” (b) Antidumping Duties.—Section 734(d) (19 U.S.C. 1673c(d)) is amended by adding at the end the following flush sentence: “Where practicable, the administering authority shall provide to the exporters who would have been subject to the agreement the reasons for not accepting the agreement and, to the extent possible, an opportunity to submit comments thereon.”
