EFFECTIVE DATE.
SEC. 116. EFFECTIVE DATE. (a) In General.—Except as provided in section 114(a) and subsection (b) of this section, this subtitle and the amendments made by this subtitle take effect on the date on which the WTO Agreement enters into force with respect to the United States. (b) Section 115.—Section 115 takes effect on the date of the enactment of this Act
