SEC. 138. EFFECTIVE DATE. (a) In General.—Except as provided in section 136(d) and subsection (b) of this section, this subtitle and the amendments made by this subtitle take effect on the date of the enactment of this Act. (b) Sections 132 and 135.—Sections 132 and 135 take effect on the date on which the WTO Agreement enters into force with respect to the United States.
