Humanitarian Assistance Program For an additional amount for the “Humanitarian Assistance Program”, $23,000,000: Provided, That not less than $23,000,000 shall be made available until expended to continue emergency relief operations for the Kurdish population and other minorities of northern Iraq: Provided further, That, notwithstanding any other provision of law, the Department of Defense is authorized to make grants to any individual, nonprofit private voluntary organization, government or government agency, or international or intergovernmental organization, to assist in meeting the humanitarian needs of the people of northern Iraq: Provided further, That, notwithstanding any other provision of law, items or articles procured for this humanitarian purpose may be grown or produced inside or outside the United States.
